Ambassadors and Consuls

Paulovia maintains a single web based international embassy headed by the Ambassador-General. The International Embassy depends on its regional Ambassadors and local Consuls to represent and promote Paulovia worldwide. The role of consul is open to all Paulovian citizens on application or by special appointment by the Crown. Ambassadors are only appointed by the Crown on individual merit or for outstanding service as a consul.  

Role of Ambassadors and Consuls

The primary functions of Ambassadors and Consuls (the Diplomatic Corps) is to;

  Represent the interests of Paulovian Citizens and provide advice and support in their host countries; promote the principles, ethos and culture of Paulovia and build friendship and understanding between Paulovian citizens and all peoples worldwide;  encourage suitable people to apply for Paulovian citizenship. 

  Promote and support international and local charities, relief organisations, environmental, health and education organisations and programmes, emergency aid appeals and campaigns amoung citizens and non-citizens alike in their region. This may include making direct financial donations to individual organisations, raising funds locally or volunteering for chartiable work. This is the key role of the Diplomatic Corps.

Ambassadors and Consuls do not require any special skills or qualifications; only the will to do good and foster friendship in the world. Diplomatic officials do not have independent plenipotentiary powers. Executive powers can only be granted by Royal Warrant for specific envoy duties by the Ambassador-General through the International Embassy.

Application & Appointment
All Naturalized and Honorary Citizens have the right to apply for appointment to the role of Consul (35 days must have elapsed since award of citizenship) and can be based anywhere in the world. Applications are considered by the Great Panjandrum Council of Ministers prior to Royal Assent. Applicants for Consul are selected on merit and equality, regardless of gender, race, creed, faith or colour.

  If you are not a Citizen or do not hold Honorary Citizen status, you need to apply for Citizenship first.

Applications may take upto 35 days to process. Be assured you will receive an answer from the Embassy. Consular appointments are valid for life unless resigned by the appointee or withdrawn by HRH Government. Ambassadors and Consuls are requested to make an annual email report on their official activities on the anniversary of their appointment.

Successful applicants are advised by the Ambassador-General of the International Embassy and issued with a copy (e-document) of their Royal Warrant of Appointment.  Appointees can receive their original Royal Warrant by airmail with State Seal impression and HRH signature. 

Official Title
Paulovia has a simple system of regular diplomatic ranks (descending order); Ambassador, Consul-General, Consul, Vice Consul. The Royal Warrant of Appointment will specify which rank has been granted. Promotion is possible for outstanding work and promotion of the Principality in host countries. Officials may also be awarded or bestowed official honours.

Appointees are entitled to use their title as a post-nominal in all official correspondence, both electronic and written. Use of titles on non-official documents or in unofficial situations is considered unethical and is discouraged by HRH Government.

Diplomatic officials are also granted the right to fly the Paulovia National Flag (but not the State Flag) or display a printed National Flag in vehicles or private dwellings that are used for official consular activities.  

Diplomatic Immunity
Consular law was codified in the 1963 Vienna Convention on Consular Relations. This included the exemption of diplomatic representatives from the laws of the nation in which they are serving. This practice has been adopted by most nations as a mean to protect their representatives from intimidation by local officials.

However, the status of the Principality of Paulovia as an unrecognised state by the United Nations and international governmental organisations, excludes Paulovian consular officials from protection under the Vienna Convention. Therefore, HRH's Government will be unable to offer immunity, protection or representation if local or international laws are infringed or consular powers exceeded or abused.

Consultation & Clarification
HRH Government advises consular officials to be cautious in all official actions and activities, especially those that may cause embarrassment or bring discredit to Paulovia, or endanger consular officials. Consuls are strongly encouraged to consult the online International Embassy and obtain clarification on any matters arising from their official duties and obtain advice on what action to take.
